CONTEXT

Introduction-

Agricultural policies comprise a set of norms related to the Agricultural or Primary sector. It consists of preset objectives, targets, and pathways to reach out a specified set result. In order to maintain uniformity and proficiency in this important sector, the government puts in its efforts through the release of various policies. In 2021, when the country's economy recorded an overall negative growth agricultural sector was the only sector to have contributed to the positive growth. Being so vital, it draws great public sector support.


So continuing it with some of the most salient schemes in this sector:-


1. Kisan Credit Card Scheme

It was the scheme formulated in 1998 and the revised scheme was launched on Dec 18, 2020, by the honorable Prime Minister.


Objectives:

  1. It is proposed to provide affordable credit to the farmers based on their landholdings.

  2. It is formulated to provide adequate and timely assistance to farmers under a single window.

  3. It meets the need of working capital like dairy animals, investment credit like pump sets, sprayers, and post-harvest expenses of farmers.

  4. Contingent needs and accidental insurance of KCC borrowers.

  5. Protect the interests of the farmers against natural calamities, pest attacks, and crop failure.

Eligibility:

  1. All farmers could avail this facility.

  2. The farmer should be in the acreage of the bank’s jurisdiction.

  3. It can be availed for agricultural and allied activities.

  4. Applicant must be able to gather a credit of Rs. 5,000 or more to become eligible.


Credit limit:

  1. A credit limit of 10k to 50k has been provided to marginal farmers.

  2. Limit for first year=(cost of cultivation as per revised scale of finance multiplied by area cultivated) + 10% towards post-harvest/ household/ consumption requirement + 20% towards repairs and maintenance of farm assets.

  3. Limit for second and subsequent years includes limit under the first year with additional 10% of limit towards cost escalation for every successive year.


Some facts:

1. The amount to be credited is based on land holding, cropping pattern, and the Scale of Finance of the area(it is the fixed limit of loan required to raise a crop per unit area cultivated).

2. Credit limits could be enhanced based on the performance and timely payments of the farmer.

3. When the crop is found damaged rescheduling of loans is the possible option available.

4. The withdrawals are assisted by slips, cheques, cards, and passbooks.

5. In terms of GOI all crops up to three lakhs are being disbursed @ 7% interest per annum but provide an average 4% interest rate for prompt repaying. For the marginal section, the rate could be as low as 2%.

6.No separate security is required for loans up to Rs. 1.5 lakhs except for hypothecation of crops. Beyond this amount, the security is decided by bankers of the banks i.e. RBI guidelines.

7. Credit is available for a tenure of 5 years.

8. KCC holders are also covered by personal accidental insurance.

2.Pradhan Mantri Kisan Samman Nidhi ( PM KISAN)

It was launched on 18 Feb 2019 by honorable Modiji.


Objective:

It aims to provide financial assistance for purchasing inputs to small and marginal farmers.


Eligibility:

All land-holding farmers are eligible for it except for farmers having high economic status.


Features:

It provides direct income support of Rs. 6,000 per year in equally three installments for up to 2 ha. The fund will be directly transferred to the bank accounts of its members.


Requirements:

Application form+ any identity proof+ address proof+ land documents+ passport size photo


Credit limit:

The limit depends upon the bank from which you availed, generally, it is over 2.5 to 4 lakhs for a fixed tenure.

3. Pradhan Mantri Fasal Bima Yojana

It was launched on 18 February, 2016.


Objective:

To minimize the premium burden on farmers and aid financial assistance to farmers.


Eligibility:

All farmers plus sharecroppers and tenant farmers.


Requirements:

Id proof + photocopy of field khasra number


Interest Rate:

2% premium for Kharif crop and 1.5% premium for Rabi crop.

4. Pradhan Mantri Kisan Maan Dhan Yojana

It was launched on September 12, 2019.


Objective:

It is an old-age pension scheme for all small and marginal land-holding farmers.


Eligibility:

A small or marginalized farmer owning 2 ha cultivable land and falling under 18 to 40 years age enrolled under other saving schemes like NPS, etc.


Requirements:

Enrollment form consisting of DOB, Aadhar number, mail id, and other details plus bank account number.


Provision:

It provides a monthly amount of Rs. 3,000.

5. Pradhan Mantri Krishi Sinchai Yojana

Objective:

Its motto includes ‘har khet ko paani’ and ‘more crop per drop’ seeking to improve irrigation facilities at every farm.


Duration:

It is for a tenure of 5 years with the financial assistance of Rs. 50,000 crores.


Eligibility:

Farmers have their own agricultural land and are a citizen of India.


Documents:

Aadhar card, ID card, housing certificate, farm papers, bank account passbook, passport size photo.

6. Pradhan Mantri Krishi Vikas Yojana

It was launched in 2015 by GOI. It focuses on forming 10k clusters of 20 lakh ha land under organic farming.


Objective:

To create organic farmland and to promote traditional, organic, and sustainable methods of farming.


Eligibility:

The cluster chosen should be of 20 or 50 acres extent with at least 65% of farmers being marginal.


Limit:

The maximum assistance would be Rs. 10 lakhs.


Some facts:

  1. Fund allocation is done at the end of February with its release in mid of May.

  2. It provides Participatory Guarantee System certification which signifies that the product has been produced in frames of organic farming.

  3. For PGS certification the land is supposed to be transformed into organic land within 3 years.

7. e NAM

Under the Ministry of Agriculture and Farmers Welfare, e NAM is a digital platform providing farmers with connected mandis for selling out their products at wider acreage.


Mission-

With the mission of integration of APMCs across the country through a common online market platform to facilitate pan-India trade in agriculture commodities, providing better price discovery, the better quality of products along with timely online payment it provides a unified market for farmers, traders, and buyers all on one platform. The e-NAM markets are running popular as the crops are weighed immediately and the stock is lifted on the same day with the payments are getting cleared online.

8. Soil health card scheme

It was launched on February 19, 2015


Objective:

It aims to improve the productivity of farmlands by the provision of cards having recommended doses of nutrients and fertilizers published on it on the basis of soil testing.


Eligibility:

Covers farmers of the whole country.

Farmers can issue it once in two years.
